I believe that lack of change is down to the lack of awareness, as well as selfish reason which I think is illustrated cleverly in the image below. It links back to the idea of greed, and people being more worried about what they have now that what might happen in the further.
The main mind set is how it will effect them personally, but we know working together can be done, for example rationing during the war, can this be done again. I believe it can if the government leads the way making it compulsory, however there will always be those that want more, for example those that hoarded food during the rationing.
